It's not rocket science but some people will try and confuse you with jargon and nonsense. Your website needs to be on a special computer - a server - attached to the Internet, with a bit of techical stuff to point people in your direction.
Lots of designers rent space from a giant company, often based on the other side of the world! They pay x and charge you y. The problem is that the server could host 500+ websites.
That's 499 other sites potentially slowing down access to your site. It's even possible for one of those 499 sites to pull down the whole server
I've got a dedicated server, based in Europe for faster access. It's fast and reliable, and it's actually very green too.
